IEA is pleased to announce that Dr. Josef Basl and Ms. Carolina Leyton Faúndez were elected to the IEA Standing Committee at the 66th IEA General Assembly meeting sessions held in Madrid, Spain, between 04 and 09 October 2025.
The IEA SC (Standing Committee) consists of the IEA Chair and six General Assembly representatives. The committee serves as a board of directors for both IEA and the IEA Secretariat.
Dr. Josef Basl and Ms. Carolina Leyton Faúndez will replace outgoing members Mr. Barclay Anstiss and Ms. Mary Coleman. IEA is extremely grateful for the valuable contributions and unwavering enthusiasm Barclay and Mary brought to the Standing Committee during their terms.
Josef Basl works at the Czech School Inspectorate in Prague and has been involved with international large-scale assessments since 2005. As a head of the International Surveys Unit, Dr. Basl has overseen Czech Republic’s participation in TIMSS, ICILS and PIRLS since 2015.
He was the IEA General Assembly representative for the Czech Republic from 2012-2013 and became a proxy to the IEA General Assembly member in 2014, as well as a proxy to TALIS Governing Board Member in 2016.
Dr. Basl graduated at Charles University Prague (Faculty of Social Sciences) and his master and Ph.D. studies were in public and social policy with a focus on educational policy. He also graduated at Faculty of Arts (also Charles University Prague) where his master studies were in information studies and librarianship.
Carolina Leyton Faúndez is the Head of the Division of Studies and Knowledge Management at Chile’s Education Quality Agency, where she leads the technical and strategic coordination of national and international studies and socioemotional assessments.
She has been working in education for over 15 years, mainly in large-scale assessment. She currently leads the team responsible for coordinating Chile’s participation in several international studies included in the National Assessment Plan, such as TIMSS, PISA, ICILS, ICCS, ERCE, and SSES, and she represented Chile at the IEA General Assembly in 2020, 2023 and 2024.
Ms. Leyton Faúndez studied Sociology at the Pontificia Universidad Católica de Chile and holds a master’s degree in education with a specialization in management and leadership from the same university.
